Organizational Setting

The Regional Office is primarily responsible for maintaining permanent contact with the States for which it is accredited, as well as with relevant organizations, regional civil aviation bodies and sub-regional bodies and United Nations agencies and programs. The Regional Office ensures inter-regional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, standards and recommended practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and supports States in their implementation activities.

In this context, the Technical Assistance Section of the Regional Office is responsible for supporting the administration of Regional Projects RLA/99/901, RLA/03/901 and RLA/06/901. It also supports the Regional Office in supporting and advising South American States on their needs for the appropriate implementation of ICAO policies, standards and recommended practices (SARPs) through Technical Assistance or Projects under the Capacity Building and Implementation Program.

The Regional Project RLA/99/901 – Regional System of Cooperation for Safety Oversight Cooperation (SRVSOP), with 12 Member States and one observer organization, is the RSOO for Latin America, whose objective is to establish and operate a safety system in Latin America with the necessary technology, logistics and administration. The SRVSOP’s mission is to provide assistance to States in overcoming their common problems in relation to the effective discharge of their safety responsibilities under SARPs and related ICAO documents. The SRVSOP has several regional activities with Latin American Aviation Regulations (LAR) being one of the most important. The position is under the Technical Cooperation Section of the Regional Office, the incumbent would be a member of the Technical Committee of the Regional System for Safety Oversight Cooperation (SRVSOP) and reports to the SRVSOP General Coordinator.

Major Duties And Responsibilities

ROLES AND RESPONSIBILITIES

Under The Direction Of The SRVSOP General Coordinator, The Regional ATM/SAR Officer, And As Part Of The SRVSOP Technical Committee, The Specialist Shall Support In The Following Tasks:

• Coordinate and assist in the activities assigned in the ANS area for the update, harmonization and support the adoption of the Latin American Air Navigation Services Regulations (LAR ANS) and related documents.
• Act as secretary in the different panels and technical groups that support the development of the LAR ANS.
• Follow up on the conclusions and recommendations to be implemented by the SRVSOP Technical Committee in the area of ANS.
• Develop and maintain updated guidance material including the Air Navigation Services Inspector’s Manual (MINAV), Inspection Checklists, Advisory Circulars and other documents according to the needs identified by the harmonization/adoption of the LARs and propose new developments to help strengthen the adoption of the LAR ANS.
• Assist the SRVSOP in the review of LAR ANS working group proposals and related documents.
• Coordinate proposals for amendments to the LAR ANS package following amendments to Annexes and related ICAO documents, or in response to operational needs, new trends and technological advances.
• Assist in the preparation of study notes to facilitate technical discussions regarding initiatives and/or issues in the area of air navigation services and safety in the Region.
• In coordination with the ATM/SAR Officer, organize technical assistance to Member States on issues related to air navigation services.
• Assist and follow up on the plans and activities of the Member States with respect to the harmonization and/or adoption of the LAR ANS package, including following up on the update of the States of the SRVSOP system of notification of differences.
• Identify need for support in Member States of the system to strengthen safety oversight in the ANS;
• Support the improvement of the safety oversight system in the States of the region, including the follow-up of corrective action plans (CAPs) derived from ICAO USOAP activities.
• Support the strategy for the establishment of the State Safety Program (SSP), including the establishment of risk-based surveillance, and the implementation of safety management systems (SMS) in the ATSs.
• Support the development of the Government Air Navigation Services Inspectors (GSI ANS) instruction process.

Qualifications And Experience

Required education

• A university degree in aeronautics or a related field. A technical qualification in aviation, such as an Air Traffic Control (ATC) License or Technical Certificate may be accepted in lieu of a university degree.

Experience and professional knowledge

Essential

• At least five (5) years of experience in one of the air navigation services.
• At least five (5) years of experience in a Civil Aviation Authority performing regulatory and/or safety oversight functions.
• Experience in developing national regulations and associated documents for the provision of air navigation services.
• Demonstrated knowledge of ICAO standards and recommended methods in Annexes 3, 4, 10, 11, 12, 15 and 19 P Doc. 9859, Global Aviation Safety Plan Doc. 10004 and Convention on International Civil Aviation.
• Experience in the implementation of the State Safety Program (SSP) and the Safety Management System (SMS).

Desirable

• ICAO USOAP CBT course in the SLA area.
• Project Management experience.
